The Layout Regularisation Scheme lets owners of plots in unapproved or illegal layouts regularise them by paying a fee. Without it, such plots face problems with registration and building permission.

LRS 2020, G.O.Ms.No.131 dated 31 August 2020. Applications were taken in 2020 (₹1,000 for a plot, ₹10,000 for a layout)
Who
Owners of plots in layouts without HMDA, DTCP or municipal approval
Fee
A share (25%, 50%, 75% or 100%, by government market value as on 26 August 2020) of a basic charge of ₹200 to ₹750 per sq m (by plot size), plus 14% open-space charge if the layout lacks 10% open space
Rebate
25% on the regularisation fee for 2020 applicants who pay by 30 November 2026 (as reported)
Basic charge = plot area in sq m × ₹200 (up to 100 sq m), ₹400 (101–300), ₹600 (301–500) or ₹750 (above 500).
Your share = 25% (market value up to ₹3,000 per sq yd), 50% (₹3,001–5,000), 75% (₹5,001–10,000) or 100% (above ₹10,000), using the government value as on 26 August 2020.
Open-space charge = 14% of the plot’s market value, where the layout did not leave 10% open space. It can also be paid at the building-permission stage.
The 25% rebate applies to the regularisation charge only.
If you are buying a plot
Ask whether the plot is in an approved layout (check the LP number). If not, ask for the LRS application number and its status.
Find out who pays the pending LRS fee and open-space charge, and put it in the agreement.
Plots on government, assigned, lake or nala land are not regularised under LRS.
