TDR in Telangana, in short
When you give land free to GHMC or HMDA, for example for road widening, you get a TDR certificate instead of cash. You can use it to build up to two extra floors on your remaining land or on another site in the same local body area, or sell it through the GHMC TDR Bank ↗ or HMDA TDR ↗.
Since January 2026 (G.O. 16), buildings above 10 floors in the Telangana Core Urban Region (GHMC up to the ORR) must buy TDR equal to 10% of the built-up area from the 11th floor up. Read TDR in Telangana, explained.

What is TDR in Telangana?
Transferable Development Rights: extra built-up area granted to an owner who gives land free to the local body, for example for road widening. It can be used for extra floors or sold.
How much TDR do you get for road widening?
In Telangana, 400% of the area surrendered for road widening, under the Telangana Building Rules (G.O.Ms.No.168 of 2012, as amended).
Do high-rise buildings in Hyderabad need TDR?
Since G.O. 16 of January 2026, buildings above 10 floors in the Telangana Core Urban Region must use TDR equal to 10% of the built-up area from the 11th floor up.
Where can TDR be bought or sold?
On the GHMC TDR Bank and HMDA TDR portals, which list issued certificates. The price is set by buyers and sellers.
